1-50 characters. A name your workspace already uses is rejected.

Rank, 0 = highest, and the ranks are dense: a workspace with three tiers uses 0, 1, 2. Omit it to place the tier last. There is no reorder route on this API, so an explicit position that collides with an existing tier can only be corrected by another write: prefer omitting it.
