Change one person’s status.

monitored resumes a Paused person, monitors someone pending, or restores someone you removed. On someone already monitored whose role changed (function_changed_at is set, shown as “Changed role: keep or remove”), it keeps them and clears the flag.
paused stops collecting the person’s activity and frees their slot. Their history stays.

Monitoring someone takes a slot. When every slot is in use the answer is 409 NO_SLOT: pause someone else first (or swap the two in one call), or contact Clustr to raise your limit. Someone who left the competitor cannot be monitored (409 PERSON_LEFT).
